Results of the Survey of the Cosmetology Schools’ Instructor Program - this survey was created in response to the pass/fail rates of the instructor’s course written test and was sent to more than 400 cosmetology schools. Survey feedback was received from January 15, 2013 to February 3, 2013. View the survey's results and comments

New Whirlpool Foot Spa and Non-Whirlpool Foot Basin / Tub Cleaning and Disinfection Records are now available for download. These forms replace the old Whirlpool Foot Spa Cleaning and Disinfection Records and were developed with input and guidance from TDLR’s Compliance and Enforcement staff. The new forms are approved for use beginning September 4, 2012. We’ve also updated our Foot Spa Sanitation Requirements handout, with useful information on how to comply with the law and rules. Please note: there are now separate forms for Whirlpool and Non-Whirlpool Foot Spas, with updated instructions. A few other improvements:

    • Easy-to-read column headings that ask “when, who, and what”
    • Client’s name no longer required
    • PRINTED staff name and license number of who performed cleaning & disinfection now required
    • Column added to indicate when spa liner was used

Pursuant to Senate Bill 1170, related to the regulation of barbers and cosmetologists and enacted by the 82nd Texas Legislature during its 2011 Regular Session, TDLR conducted a study analyzing the performance of barber schools and beauty culture schools. Included in the study is a review of refund payments, and recommendations for improvements to the refund payment process to eligible students. The study also offers analysis and recommendations on improving school performance.

Do you need a duplicate license?

As required by SB 1170, TDLR conducted this study by consulting with the Advisory Board on Barbering, the Advisory Board on Cosmetology, national accrediting organizations for barbers and cosmetologists, representatives of barber schools and beauty culture schools, students, barbers, cosmetologists, and other interested parties. The study is divided into five sections:

  • Section Two: Input, Research, and Methods of Inclusion
  • Section Three: Study of Current Refund Policies
  • Section Four: Comparison and Analysis
  • Section Five: Options and Recommendations
