Refund Process Improvement Study - TDLR invites you to participate in the Barber and Cosmetology Refund Process Improvement Study.

Barber Instructor Is New Title and New Paths to Earn It - Senate Bill 1170 changed the title of Barber Teacher to Barber Instructor and created new paths to qualify to take the Instructor examination. To be eligible for a Barber Instructor license an applicant must:
- - Be at least 18 years old
- - Have a high school diploma or a high school equivalency certificate
- - Hold a current Class A Barber Certificate
- - Have completed:
- - A 750 hour course of barber instruction in barber courses and methods of
teaching in a barber school; or - - Have at least one year work experience as a licensed Class A Barber and:
- - Have completed 500 hours of instruction in barber courses and methods of
teaching; - - Have completed 15 semester hours in education courses from an accredited
college or university in the last 10 years; or - - Have one year work experience and a degree in education from an accredited
college or university.
- - A 750 hour course of barber instruction in barber courses and methods of
The Bill authorizes the Texas Commission of Licensing and Regulation to adopt rules for licensing specialty instructors to teach specialty courses and removes the five year experience requirement as a practicing barber to qualify to be an instructor.
The Texas Commission of Licensing and Regulations adopted amendments to 16 Texas Administrative Code, Chapter 82, §§82.10, 82.20 - 82.23, 82.31, 82.40, 82.70 - 82.72, 82.80, 82.100, 82.104, 82.106, and 82.112; the repeal of §§82.75 - 82.77 and 82.120; and new rule §82.120 regarding the Barbers program. The effective date of the rule adoption is February 1, 2012. The justification for the updated rules are online, and the new administrative rules have been posted too.
To assist salon and shop owners, a Booth Renters List form is now available on our website on the Barbering Forms page. The Booth Renters List form makes it easier for owners to list all the Booth Renters in their establishment. Please note this form is for salon and shop owners only and NOT for individual licensees.
