AUSTIN - The Texas Department of Licensing and Regulation filed one (1) Cease and Desist Order and eighteen (18) Agreed Orders against individuals for violations related to unlicensed barbering activity.
Robert Corona, d/b/a Clipper Joint, in Houston, Texas, was ordered to cease and desist from acting as or impersonating a licensed barber. In 2006 Corona was assessed a $2,000 penalty for operating an unlicensed barber shop. On April 18 and 23, 2008, Corona was found operating the barber shop again. Corona’s failure to comply with TDLR’s Cease and Desist Order could result in him receiving additional penalties and a District Court injunction.
Kimberly Dawn Tolleson, of Whitesboro, Texas, d/b/a Kim’s Golden Clipper, was open for business and operating without a license on or about April 23, 2008. Tolleson was assessed a $1,000 penalty.
Willie E. Green, of Houston, Texas, d/b/a Boys II Men Barber Shop, was open for business and operating without a license on or about April 2, 2008. Green agreed to pay a $500 administrative penalty.
Markeith A Louis, d/b/a Markeith Barber & Beauty shop, of Port Arthur, Texas, had his barber shop open for business and was operating the shop with an expired license. Louis received a $750 fine for the Class B violation.
Felisha Diane Williams, of Longview, Texas, was barbering at Supercuts in Longview, Texas, when Supercuts did not hold a barber shop permit. For the Class B violation, unlicensed activity, Williams was assessed a $750 administrative penalty.
Ceasar Brumfield, owner of Ballers Barber Shop in Missouri City, Texas, received a $750 penalty for operating a barber shop on March 26, 2008, with an expired license. The license expired on or about January 1, 2006.
Deborah Carter, Austin, Texas, owned and operated a barber shop on May 13, 2008, whose license had expired December 17, 2007. Carter was fined $750 for the violation.
Tyrone Caldwell, d/b/a Tye’s Barber & Beauty Salon in Plano, Texas, was cited for operating a shop with an expired barber shop license and received a $500 penalty for the violation.
Jerome Macon, Houston, Texas, was leasing space on the premises of a barber shop to practice barbering without first obtaining the required barber Booth Rental Permit. Macon received a $500 penalty for the violation.
Brandon D. McKinney, Houston, Texas, was leasing space in The Third Barber Shop on or about February 5, 2008, without first obtaining a Booth Rental Permit. McKinney was cited a $500 administrative penalty.
Adrian Williams, of Houston, Texas, was observed cutting a client’s hair at Glory Cuts. Williams was renting space in the barber shop and did not have a valid Booth Rental Permit at the time of the violation. A $500 penalty was assessed.
Michael Mens, d/b/a Blu Moon Barber & Beauty in Arlington, Texas, was cited for allowing an independent contractor to rent space and perform or offer to perform barbering services while holding an expired Booth Rental Permit. Mens was assessed a $500 penalty for the Class B violation.
Cedrick Washington, of San Antonio, Texas, was observed cutting a customer’s
hair on or about June 17, 2008, at Lasting Impressions Barber Salon. Washington
did not hold a
current Class A Barber license as his license expired on January 1, 2008. Washington
received a $500 penalty for the violation.
Robert Hoozer, of Vidor, Texas, was practicing barbering on or about April 18, 2008, at Robert’s Barber Shop with a barber license that expired on November 1, 2005. Hoozer received a $500 penalty.
Osokwe Nnamdi Street, of Austin Texas, was cited for performing barbering services at Ideal Barber Shop on or about March 1, 2007, with a barber license that had expired on July 1, 2006. Street was penalized $500 for the Class B violation.
Jonahs Daniels, d/b/a A Step A Head, located in San Marcos, Texas, employed a barber with an expired Class A Barber license to perform barbering services. Daniels was fined $1,000.
Leonard E. Miller, of Fort Worth, Texas, d/b/a Fine Arts Barber Shop, employed La Toya Johnson to perform barbering services at Fine Arts Barber Shop while Johnson’s Class A Barber license was expired. Miller received an administrative penalty of $500 for the violation.
Pedro Hernandez, Jr., of Dallas, Texas, was performing barbering services on June 12, 2008; his Class A Barber license had expired on August 1, 2007. Hernandez was cited a $1,000 penalty for the unlicensed violation.
Lastly, William D. Peavy, of Texarkana, Texas, was barbering on or about February 14, 2008, but Peavy had allowed his license to expire on November 1, 2005. A $500 penalty was assessed.
